The Community Police Commission (CPC) is seeking a qualified firm to design, administer, analyze, and report the results of a comprehensive community survey focused on public perceptions of police reform, the effectiveness of the CPC, and broader attitudes toward policing in Cleveland. The selected firm will be responsible for developing a survey research plan, drafting and refining the survey instrument, administering the survey through multiple modes, and conducting data analysis and reporting. The survey will engage a minimum of 2,000 and a target of up to 3,000 Cleveland community members, with a focus on representation from all five CDP police districts and historically underrepresented communities. The project will include focus groups, qualitative engagement, and data analysis, with a goal of providing insights on community perceptions of policing and police reform. Key areas of focus include:
• Experience: Direct experiences with the Cleveland Division of Police, including stops, calls for service, complaints, and everyday encounters
• Perceived change: Changes in policing since the Consent Decree was implemented in 2015
• Trust and legitimacy: Ratings of trust in CDP, perceptions of fairness, procedural justice, responsiveness, and safety in neighborhoods
• Equity: Differences in experiences and perceptions across demographic factors such as race, ethnicity, age, gender, police district, and neighborhood
The selected firm will be required to provide regular updates, respond to CPC inquiries, and maintain clear documentation of decisions, revisions, and project progress.
