Description
The City of New York Department of Design and Construction (DDC) is issuing a city‑wide Requirements Contract (RC) for engineering design and related services covering a broad portfolio of infrastructure projects such as roads, water mains, sewers, green infrastructure, and plazas. Up to twenty qualified firms will be selected – fifteen large‑category firms (NTE $60 M each) and five small‑category firms (NTE $20 M each) – to receive task‑order awards on a rotation basis over a four‑year contract term. The solicitation emphasizes M/WBE participation, community‑hiring thresholds, and compliance with NYS labor and insurance requirements.
• Scope includes preliminary and final design, supplemental design, and Capital Project Scope Development (CPSD) for projects ranging from $10 M to over $2 B total city‑wide spend.
• Awards will be made via task orders; firms must demonstrate capacity to handle multiple simultaneous orders (≥2 for small, ≥5 for large).
• Mandatory pre‑proposal conference on Microsoft Teams (April 29, 2026 10:00 AM); questions due May 6, 2026; final proposal submission due May 27, 2026 12:00 PM via PASSPort.
