Description

The City of Sacramento’s Department of Utilities is seeking a qualified GIS consulting firm to lead the migration from the legacy Local Government Information Model (LGIM) to Esri’s Utility Network (UN) framework. The selected vendor will provide end‑to‑end services including project management, data migration, integration with multiple city systems (Cityworks, billing, hydraulic modeling, etc.), testing, training, and post‑implementation support. The effort must be delivered by a firm that holds Esri Gold/Platinum partnership status, possesses Utility Network‑certified staff, and has demonstrable experience delivering UN solutions for water and sewer utilities, especially with Cityworks re‑configuration. The contract will be a fixed‑price, all‑inclusive award with a base term of up to one year and the option to extend for up to four additional one‑year periods (maximum five years). • Provide comprehensive project planning, stakeholder workshops, and a collaboration environment (Microsoft Teams). • Migrate and validate GIS asset data to a Development UN geodatabase, ensure Facility ID continuity, and create data‑change‑management protocols. • Update/replace integrations and web applications (FME workbenches, ArcGIS Experience Builder) for third‑party systems, and deliver extensive documentation and training. • Supply up to 90 hours of post‑Go‑Live support over 180 days, plus QA/QC, testing, and go‑live execution with minimal downtime.

Budget estimate

$1,000,000 – $3,000,000

The RFP does not disclose a dollar ceiling, but comparable municipal GIS Utility Network implementations typically range from $1 million to $3 million for a one‑year fixed‑price effort, with extensions adding proportional cost. Factors influencing the final amount include the scope of data migration (volume of assets), number of integrated third‑party systems, required training hours, and the 90 hours of post‑Go‑Live support. Assuming a mid‑size utility GIS (≈5,000 assets) and extensive system integration, a reasonable estimate is $1.5 M–$2.5 M.
