The solution must be mobile‑friendly, meet FedRAMP‑equivalent security standards, be WCAG 2.1 accessible, and include disaster‑recovery, analytics, and optional AI‑driven automation. Implementation is expected to be completed within twelve months after contract award. • Provide SaaS licensing for modules: Building & Permitting, Planning & Zoning, Plan Review, Business Licensing, Short‑Term Rental Compliance, Citizen Service Requests, Asset Management, etc. • Perform data migration from existing legacy systems and build robust integrations (Esri ArcGIS, Munis/Tyler ERP, Laserfiche/SharePoint, payment gateways, Azure AD SSO). • Deliver comprehensive training, documentation, and 99.9 % uptime support with SLA‑based help‑desk services. • Ensure security (encryption, MFA, FedRAMP‑equivalent), accessibility (WCAG 2.1), mobile app support, and optional AI/automation features.
