Description

The City of Charlottesville is seeking a qualified contractor—must be an authorized Cummins OEM dealer or distributor—to supply a new Cummins ISL Long Block engine (Emission Level CM2150, Serial #46901537) and perform a full removal‑and‑installation on a 2008 Gillig 35‑ft transit bus (VIN 15GGB271781079393, 471,243 miles). The scope includes engine core removal, bay cleaning, transfer of fuel system components, valve‑train adjustment, hose replacement, hydro‑damper installation, ECM re‑programming, fluid fills, installation of city‑provided filters, a parked regeneration, road testing, and final quality inspection. The City will provide fuel, air filters and a hydro‑damper; all other parts, labor, tools, and disposal are the contractor’s responsibility. Quotes must be submitted electronically via OpenGov by 2 PM on September 14, 2026; the contract will be awarded to the lowest responsive and responsible bidder. • Provide one new Cummins ISL Long Block engine (CM2150) and associated parts. • Remove existing engine, secure as a returnable core, and ship back if applicable. • Perform complete engine bay cleaning and inspect for additional issues. • Transfer fuel system components, adjust valve train, replace hoses and miscellaneous shop supplies. • Install city‑supplied hydro‑damper and filters, update ECM software, and fill with required fluids. • Conduct parked regeneration, road test, and final quality check before acceptance. • Contractor must be an authorized Cummins OEM dealer/distributor and hold required insurance (CGL $1M, Workers’ Comp, etc.). • Work to be performed at contractor’s facility within 100 mi of the transit depot; optional towing can be quoted separately.

Budget estimate

$25,000 – $45,000

The solicitation does not disclose a contract value. A new Cummins ISL Long Block engine for a transit bus typically costs between $15,000‑$25,000 (parts only). Adding labor for removal, installation, testing, programming, and ancillary shop supplies can add another $10,000‑$20,000 depending on local rates and the need for any additional parts (hoses, seals, fluids). Therefore a reasonable ball‑park total contract value is roughly $25,000‑$45,000. Factors that could shift the range include: (1) optional towing services, (2) any unexpected repairs discovered during bay cleaning, and (3) the contractor’s pricing structure (hourly vs. lump‑sum).
