Gwinnett County is seeking a single vendor to design, host, and operate a fully‑managed, cloud‑based short‑term‑rental (STR) licensing portal and monitoring system for the unincorporated area of the county. The solution must support the entire license lifecycle (application, renewal, payment processing, and issuance), provide 24/7 online access, integrate a PCI‑DSS‑compliant payment gateway, and meet stringent security requirements (SOC 2 Type II, AD/MFA, encryption, audit logging). In addition, the vendor must develop tools that scrape major STR platforms, conduct owner outreach (phone and mailed notice), and deliver a GIS‑based interactive map with monthly analytics on licensing, revenue, compliance, and enforcement activity. The contract is a multi‑year, fixed‑fee per‑license arrangement, with the vendor retaining 100 % of license fees; the County incurs no implementation cost. The system must be operational by mid‑January 2027 and support the county ordinance effective April 2027.
