Description

The City of Beaumont is seeking a qualified contractor to provide a comprehensive emergency standby program that includes the rapid delivery of critical products (generators, lighting, portable toilets, living accommodations, medical facilities, etc.) and on‑site response teams for debris removal during declared emergencies such as hurricanes, tornadoes, earthquakes, or other disasters. The contract is a three‑year firm‑price agreement with the option to extend for up to two additional one‑year periods (maximum five years). Key performance requirements include a 2‑hour response call‑back, 48‑hour delivery of at least 50 % of ordered equipment, and full delivery within 96 hours. The City may award up to three contracts (primary, secondary, tertiary) and will manage the contract through its Emergency Management Office. Bids must be submitted electronically by September 10, 2026; a non‑mandatory pre‑RFP meeting is scheduled for September 3, 2026. • Scope: Emergency standby product procurement, equipment rental, and debris‑removal services. • Required items: Generators, lighting, portable sanitation, temporary housing, health facilities, and related support services. • Delivery timeline: 2‑hour call‑back; 50 % of items within 48 hours; 100 % within 96 hours of order. • Contract term: 3 years (extendable to 5 years). • Award process: City Council approval; up to three contractors may be selected. • Submission: Electronic via City’s e‑bids portal; pre‑RFP meeting (non‑mandatory) on 9/3/2026.

Budget estimate

$1,000,000 – $5,000,000

The solicitation does not disclose a contract value. Similar municipal emergency standby and debris‑removal contracts in Texas typically range from $1 million to $5 million per year, depending on the breadth of equipment inventory, service response levels, and the number of extensions. Assuming a mid‑range annual spend of $2 million over a three‑year base term, the total contract value could be roughly $6 million, with potential extensions adding another $2 million‑$4 million. Factors influencing the final amount include the volume of equipment stocked, the scope of debris‑removal services, and any price escalations allowed in extensions.
