Consultant Support Services for Silverliner VI Rail Cars Procurement Project

SEPTA is seeking a qualified consulting firm to provide comprehensive support services for the procurement, design, quality‑assurance, and delivery of the new Silverliner VI rail‑car fleet. The consultant will act as the primary interface between SEPTA and the selected car‑builder, delivering project‑management, engineering, QA inspection, data‑management, and documentation services throughout a ten‑year performance period. The effort includes staffing senior advisors, full‑time project managers, engineers, inspectors, and optional translator services, as well as implementing and maintaining a secure web‑based document‑control system that integrates with SEPTA’s Trimble Unity Construct environment. • Provide end‑to‑end project administration, schedule and cost control, and claim‑avoidance support for the Silverliner VI procurement. • Deliver engineering and QA services, including in‑plant inspections, design‑review (conceptual to final), stress analysis, EMC testing, and validation of configuration‑management plans. • Manage data‑exchange, reporting (monthly, quarterly), and production of infrastructure‑modification assessments, manuals, and training documentation, while complying with all federal DOT, Title VI, and DBE requirements.
