Description
The City of Spokane is seeking a qualified engineering/consulting firm to design, engineer, and provide construction‑management oversight for comprehensive improvements to three landfill sites (Southside Landfill, Northside Closed Refuse Unit, and Northside MSW Cell). The scope includes evaluation and remediation of gas collection and flare systems, repair of geosynthetic cover systems, storm‑water and erosion control upgrades, and the implementation of new gas‑collection infrastructure for the MSW cell. The contractor will be responsible for data collection, design development, bid package preparation, construction supervision, and final documentation.
• Conduct detailed assessments of existing landfill infrastructure and identify corrective actions.
• Develop engineered designs for gas‑collection, cover repairs, and storm‑water improvements, including cost estimates and construction schedules.
• Provide full construction‐management services, from kickoff through punch‑list close‑out, ensuring regulatory compliance with WAC and EPA requirements.
