Description

The 316th Civilian Engineering Squadron at Joint Base Andrews, MD requires a qualified contractor to repair three Mobile Elevating Work Platforms (MEWPs) – JLG 1250AJP, 1350SJP, and E400AJP. The scope includes pickup and return transportation, comprehensive diagnostics, a cost‑estimate for repairs, execution of repairs (labor, parts, and any necessary modifications), and a final ANSI safety inspection with certification. The contractor must use OEM or approved equivalent parts, adhere to a $20,000 parts ceiling per platform, and provide a firm‑fixed‑price for transportation and diagnostics plus a not‑to‑exceed labor rate for repair work. No work begins until the cost estimate is approved; if rejected, the contractor is still paid for transport and diagnostics and must return the equipment within 14 days. • Repair of three MEWPs to full operational status and ANSI compliance. • Transportation (round‑trip) of all platforms to/from Joint Base Andrews. • Diagnostic evaluation and detailed reporting for each platform. • Submission of itemized repair cost estimate; approval required before repair work. • Not‑to‑exceed labor rate and $20,000 parts budget per platform (OEM or equivalent). • Final ANSI inspection and certification after repairs. • All quotes must be submitted via email by 14 Sep 2026 10:00 AM EDT; questions due 20 Aug 2026.

Budget estimate

$70,000 – $115,000

The solicitation caps parts costs at $20,000 per platform (3 platforms = $60,000). Transportation is a single firm‑fixed price, likely $2,000‑$5,000. Diagnostic fees are billed hourly; assuming 4 hours per platform at $150/hr = $1,800. Labor for repairs is a not‑to‑exceed hourly rate; assuming 80 hours total at $150/hr = $12,000. Adding a modest markup on parts (e.g., 12 %) adds ~$7,200. Summing these elements yields a probable contract value between roughly $70,000 and $115,000, depending on actual repair hours and any additional consumables.
