Request for Proposal for Content & Training Service Providers to Deliver Management Training Programs

The City of Cleveland is seeking a qualified provider to develop and deliver a Management Training Program for people leaders and executive leaders within the City. The program should be based on a competency model that enhances leadership, communication, decision-making, and team-building skills for managers at various levels. The provider should design a multi-modular management training program that incorporates the Core Competencies defined in the RFP and provides cohort-based hybrid learning opportunities for manager- and executive-level employees, as well as emerging managers. The program should include a selection of online courses and instructor-led training, and the provider should develop a comprehensive approach that ensures leaders at all levels receive targeted training when they need it. Some key objectives of the program include: creating consistency in management/leadership development across all City departments, providing structured training to support managers/leaders, offering cohort-based training to create a sense of community among diverse participants, providing foundational leadership tools and resources to up-skill managers, and developing a peer group/cohort where managers across the City can enhance their business acumen through collaboration and discussions on leadership topics and issues. The provider should also develop a Training Implementation Plan and a Learning Sustainability Plan to ensure the long-term success of the Management Training Program. • The program should be designed to be taken in sequential order, beginning with Module 1 and progressing with the same cohort for the remainder of the program. • The program should include a selection of online courses from the City of Cleveland’s current LMS content library, in addition to the development of instructor-led training to be delivered in-person or virtually. • The provider should identify the training delivery method they will be utilizing for each class, course or learning activity and note minimum/maximum class size. • The provider should develop and distribute an evaluation tool for each class, course or learning activity. • The provider should provide learning aids for each class or course that include but are not limited to handouts, participant guides, virtual polling, videos, teach-back activities, and action plans.
