The Department of Veterans Affairs is seeking a small‑business contractor to manufacture, package, and ship navy‑blue Presidential Memorial Certificate (PMC) holders to all National Cemetery Administration cemeteries. The product must meet exact specifications (embossed VA seal, silk interior lining, corner supports, acetate protector) and be delivered in pre‑labelled boxes of 30 holders plus extra acetate sheets. The contractor must handle quarterly quantity updates, maintain a strict monthly delivery deadline (by the 10th of each month), provide delivery confirmations, and replace any defective units in the next shipment at no cost.
