The State of California’s Department of Water Resources is seeking a qualified firm to provide direct electronic‑transfer transcription services for its Office of Civil Rights and Internal Audit Office. The contractor will receive audio or video recordings, produce searchable Word/PDF transcripts, return the original files, and adhere to strict turnaround times ranging from same‑day to 14‑day windows. All work must be performed by certified human transcribers; the use of generative AI tools is expressly prohibited. The contract is a three‑year, fixed‑price, per‑page arrangement with optional additional years, and small‑business or DVBE preferences may be applied.
