Employee Assistance Program, including Elder Care, Traumatic Event Counseling, and Substance Abuse Professional Services

The City of Phoenix is seeking proposals for an Employee Assistance Program, including elder care, traumatic event counseling, and substance abuse professional services. The program will provide support to City employees and their families. The selected vendor will be required to provide a range of services, including counseling, education, and referrals. The contract will be for a period of five years, commencing on or about April 1, 2027. The City is looking for a vendor with experience in administering similar programs and a strong track record of providing high-quality services. • The program must include elder care, traumatic event counseling, and substance abuse professional services. • The vendor must have a minimum of 5 years' experience in administering an Employee Assistance Program. • The vendor must have a minimum of 300 EAP network behavioral health professionals within Maricopa County. • The vendor must provide progress reports to the Human Resources, Benefits Division, on a mutually agreed-upon schedule. • The vendor must comply with all applicable laws and regulations, including HIPAA.
