ACT 129 STATEWIDE EVALUATOR

The Pennsylvania Public Utility Commission is seeking a contractor to perform as the Commission's Act 129 Statewide Evaluator. The contractor will be responsible for evaluating the energy efficiency and conservation programs of electric distribution companies, conducting baseline studies, and providing recommendations to the Commission. The contractor will also be required to maintain confidentiality and comply with the Commonwealth's ethics laws and regulations. The contract will be for a fixed term of six years, with a price not-to-exceed, fee-for-service arrangement. • Evaluate the energy efficiency and conservation programs of electric distribution companies • Conduct baseline studies and provide recommendations to the Commission • Maintain confidentiality and comply with the Commonwealth's ethics laws and regulations • Perform work in a manner that balances the needs of the Commission while minimizing administrative and overhead costs • Provide expert consultation to Commission staff and coordinate program evaluation with Commission staff
