Description

The Columbia County Board of Commissioners is seeking proposals from qualified firms to provide all-inclusive Disaster Debris Management and Monitoring Services. The county intends to award two separate pre-event contracts, one for Disaster Debris Management Services and another for Disaster Debris Monitoring Services. The awarded vendor(s) should be prepared to render services to the unincorporated and incorporated areas of Columbia County. Key services include disaster debris management, monitoring, and site clean-up. • The contract will be for pre-event services, with the possibility of the municipalities of Grovetown and Harlem entering into separate contracts with the awarded vendor. • The RFP includes NIGP codes 99030 (Disaster Relief Services) and 99060 (Disaster Site Clean-up and Recovery Services). • A mandatory offerors' conference will be held on March 18, 2026, at 10:00 AM at the Columbia County Emergency Operations Center.

Budget estimate

$500,000 – $2,000,000

The budget for this contract is difficult to estimate, as the RFP does not provide specific pricing information. However, considering the scope of work, which includes disaster debris management and monitoring services, the contract value could range from $500,000 to $2 million. This estimate is based on the assumption that the contract will cover a large area, including unincorporated and incorporated areas of Columbia County, and will require significant resources and equipment to manage and monitor disaster debris. Factors that may influence the likely payment range include the frequency and severity of disasters, the amount of debris generated, and the vendor's experience and capabilities.
