Description

The Department of Veterans Affairs is conducting market research for a firm‑fixed‑price service contract to manage DOT‑required commercial driver physicals, drug and alcohol testing, and related compliance for the Puget Sound VA Health Care System. The contractor will provide a full‑service third‑party administration—including a driver drug‑testing pool, quarterly random selections, pre‑employment and post‑accident testing, coordination of clinics and laboratories, audit and reporting, and support during DOT audits. A dedicated specialist will maintain an electronic compliance database, handle documentation, and bill monthly for services. The contract period is expected to run from 1 Nov 2026 through 31 Oct 2027, covering roughly 18 employees with potential for expansion. • Perform and coordinate DOT‑required physical examinations and controlled‑substance/alcohol testing (pre‑employment, random, reasonable suspicion, return‑to‑duty, post‑accident, follow‑up). • Manage a driver drug‑testing pool, random selection process, and maintain all required documentation and reporting. • Coordinate test site selection, laboratory processing, and Medical Review Officer services. • Provide a dedicated service specialist and a secure electronic portal for compliance monitoring and reporting. • Deliver audit support, regulatory assistance, and on‑site assistance during DOT audits. • Bill monthly and manage payments to clinics, labs, and MROs.

Budget estimate

$500,000 – $1,000,000

The notice does not disclose a contract value. Based on a 12‑month contract supporting approximately 18 drivers with comprehensive physicals, multiple drug/alcohol test types, audit/reporting services, and monthly billing, a typical industry rate for similar third‑party administration services ranges from $45,000 to $90,000 per driver per year. Multiplying by 18 drivers yields an estimated contract value between $810,000 and $1,620,000. Accounting for potential economies of scale and the VA’s preference for small‑business set‑aside pricing, a realistic estimate is roughly $0.5 M to $1.0 M.
