The Judicial Council of California is seeking a vendor to deliver a next‑generation, real‑time multilingual voice‑translation and speech‑to‑text system for use across all California courts, along with full implementation, configuration, training, and long‑term managed services. The award will be a four‑year firm‑fixed‑price Master Services Agreement with three optional one‑year renewals, and the solution must meet stringent accessibility (WCAG AA), security, privacy, and data‑residency requirements.
• Provide a scalable, cloud‑hosted COTS voice‑translation platform supporting ≥130 languages, real‑time speech‑to‑text, and text‑to‑speech capabilities.
• Deliver end‑to‑end services: software licensing, hardware (tablet/kiosk) if needed, configuration, integration, user training, and ongoing support/maintenance.
• Meet mandatory technical and accessibility specifications (SOC II Type 2, WCAG 2.1 AA, California privacy laws) and adhere to detailed SLAs for availability, incident response, and accessibility defect remediation.
