Description
The County of Waupaca, Wisconsin Department of Human Services is seeking a qualified contractor to provide door‑to‑door or curb‑to‑curb specialized transportation for seniors (age 60 or 65 + depending on section) and individuals with disabilities throughout Waupaca County. The contractor must manage a fleet of accessible vehicles (or provide equivalent service), oversee a volunteer driver network, handle scheduling/dispatch, collect rider copayments, and submit required quarterly and annual reports in compliance with WisDOT 85.21 and FTA 5310 grant requirements. The contract runs for a one‑year base term (Jan 1 2027 – Dec 31 2027) with potential renewal options.
• Provide transportation for medical, nutrition, work‑related, and limited non‑medical trips, prioritizing medical appointments.
• Maintain vehicle‑maintenance schedule, driver training (including first‑aid/CPR), and insurance coverage meeting state/federal standards.
• Manage mileage reimbursement for volunteers ($0.76 / mile) and collect rider copayments (ranging $4‑$70 per trip).
• Deliver quarterly ridership data and an annual financial report; comply with audit rights of WisDOT and the County.
