Intent to Sole Source - Pierre CBOC 6-month short-term contract

The Department of Veterans Affairs is issuing a sole-source contract for a 6-month period to operate a Community-Based Outpatient Clinic (CBOC) in Pierre, South Dakota. The contract is being awarded to the incumbent contractor, STGI, to provide time for the department to finalize a long-term replacement contract. The scope of work includes operating the CBOC in Pierre, SD. The department has determined that only STGI can provide CBOC services in Pierre, SD, without requiring a build-out of a new facility, which can take 6 months or more to accomplish. • The contract period is from January 1, 2026, to June 30, 2026. • The contract is being awarded under the authority of 41 USC §3304(a)(1) as implemented by FAR 6.302-1. • The department has conducted market research and determined that STGI is the only vendor capable of providing CBOC services in Pierre, SD, during the short-term contract period.
