The City of College Park, MD is seeking a qualified consulting firm to develop two integrated planning documents: a long‑term “Vision 2045” that outlines community aspirations through the city’s centennial, and a three‑to‑five‑year “Strategic Action Plan” that translates those aspirations into actionable priorities, budgets, and performance measures. The consultant will manage the project, conduct a comprehensive conditions assessment, design and execute an inclusive bilingual engagement program, draft and finalize both planning documents, and provide implementation tools and support for adoption by the City Council. The effort must be completed within a $65,000 budget, beginning November 2026 and concluding with final deliverables by Fall 2027. • Develop Vision 2045 (long‑range community‑driven vision) • Produce a 3‑5‑year Strategic Action Plan with 5‑7 priorities, outcomes, and implementation matrix • Lead inclusive, bilingual community and stakeholder engagement (in‑person & online) • Deliver interim strategic priorities briefing (Feb 2027) for FY 2028 budget input • Provide final reports, presentations, editable source files, and implementation tools • Manage project schedule, communications, and regular status updates to the City’s project lead.
