Jefferson County is seeking a multidisciplinary team to prepare an action-first housing needs assessment. The assessment should translate existing knowledge into implementable strategies, providing a practical, evidence-based playbook of policies, incentives, and tools to expand and preserve housing options, strengthen affordability, and support sustainable growth. The scope of work includes analysis and market validation, solutions and implementation tools, and additional data gathering and market intelligence. The County expects a strategy-led scope that weaves concise quantitative validation with field insight and culminates in a prioritized implementation program. The consultant will identify levers under County and municipal control to assist developers in creating necessary housing.
• The assessment should develop a data foundation to help developers, lenders, and community partners understand local housing demand, site readiness, and market opportunities.
• The consultant will propose an incentive toolkit combining local, state, and federal resources into repeatable financing templates for workforce rentals, attainable ownership, adaptive reuse, small-scale infill, and deeply affordable and supportive housing.
• The consultant will apply an infrastructure-first lens, proposing financial incentives to repair and expand infrastructure in already served areas, directing growth to existing centers and corridors rather than greenfields.
• The consultant will suggest County-led tools, such as targeted gap grants, revolving predevelopment funds, coordinated tax policies, and site-readiness initiatives, framed in straightforward terms emphasizing affordability, design quality, and timely delivery.
