Description
The Fleet Logistics Center Norfolk, Contracting Department Groton Office, intends to award a sole source contract to Yale University - Yale Center for Genome Analysis (YCGA) for RNA Sequencing and Gene Expression Analysis Services. The required period of performance is from 01 July 2026 to 30 June 2027. The services include RNA-Sequencing Library Prep Poly A, NovaSeq X Plus 25B 2x150, Small Batch Analysis, and Large Batch Analysis. The purpose of this contract is to facilitate the investigation of potential biomarkers associated with behavioral responses indicative of cognitive fatigue.
• The contract is for a fixed price and will be awarded using simplified procedures for commercial services.
• The Government intends to solicit with only one source under the authority of FAR 12.102(a) to restrict competition for an acquisition valued below the Simplified Acquisition Threshold (SAT).
• Challenges to the sole source must be received in writing and sent to the specified email address.
• The contract is a logical follow-on to a previous contract awarded to Yale University YCGA under FY2025 State University prices.
• The services provided by Yale University YCGA are within Naval Submarine Medical Research Laboratory (NSMRL)'s research parameters and are specifically required for data acquisition and processing for an ongoing study.
