The Department of Veterans Affairs is soliciting proposals for the upgrade of chillers and cooling towers at the Energy Center. The contractor will be responsible for ensuring compliance with the requirements set forth in the VAAR clauses, as well as the VA Directives and Handbooks. The contractor must also ensure that all personnel requiring access are properly sponsored, vetted, investigated, and credentialed at the appropriate risk and sensitivity level. The contractor remains fully responsible for meeting all contract requirements, performance schedules, and deliverables. Some key points to consider: • The contractor must comply with current Department of Veterans Affairs policy for personal identity verification of all employees performing under this contract. • The contractor must insert the VAAR clause in all subcontracts when the subcontractor's employees will require frequent and continuing access to VA facilities or logical access to VA information and information systems. • The contractor shall advise the employee that they are not permitted to access any VA controlled building or real property in relation to this contract if they are found to be unsuitable or unfit to provide services under this contract. • The Government will not reimburse the Contractor for any costs associated with the recruitment/replacement of an employee or subcontractor employee who is found to be unfit. • The contractor must surrender the employee or subcontractor employee’s PIV/identification card in accordance with the requirements set forth in Directive/Handbook 0735 when any of the following events occur: when no longer needed for contract performance, upon completion of the Contractor/subcontractor employee’s employment, or upon contract completion or termination.
