The State of Tennessee Department of Education is seeking a vendor to design, develop, host, and maintain a web‑based Direct Certification Platform that will match eligible students to free‑ or reduced‑price school meal programs across the state. The system must ingest data from multiple state agencies, apply USDA eligibility hierarchies, provide reporting dashboards, and meet stringent security, accessibility, and compliance standards. The contract is a fixed‑price, multi‑year effort with a base term of 64 months and one optional 12‑month renewal.
• Develop and deliver a secure, SaaS‑style platform with role‑based access, SSO to Azure AD, and FIPS‑validated encryption.
• Integrate ongoing data feeds from TDHS (SNAP/TANF), TennCare (Medicaid), TDCS (Foster Care) and Kentucky DHS, and generate high‑confidence, low‑confidence, and extended‑eligibility matches.
• Provide comprehensive training (virtual and in‑person), help‑desk support, and annual reporting (including FNS‑742/834) while maintaining 99.9 % uptime and disaster‑recovery objectives.
