Energy Risk Management Consultant – Wholesale Energy Risk Management Quantitative Model Review and Development

The City of Anaheim Public Utilities Department is seeking a consultant to provide independent validation and enhancement of its Wholesale Energy Risk Management framework. The selected respondent will be responsible for reviewing and validating the existing Power Supply Risk Management model, reviewing and validating the Natural Gas Risk Management program, and developing a Battery Energy Storage System (BESS) risk management program. The consultant will also provide mathematical models and program descriptions that align with current industry best practices. Some key aspects of the job include: • Power Supply Risk Management Independent Validation: Review and validate the existing CFaR model and provide strategic recommendations for improvement. • Natural Gas Risk Management Validation: Review the draft natural gas risk management program update and evaluate the existing financial and physical hedging strategies. • Battery Energy Storage System (BESS) Risk Management: Develop a BESS risk management model and program, including a Value at Risk (VaR) analysis model and degradation modeling. The consultant will be expected to provide services for a period of 3 years, with the option for two 1-year extensions.
