Description

The Department of Homeland Security (DHS) is issuing a government‑wide, multiple‑award IDIQ contract for biometric capture devices (fingerprint, facial, iris, palmprint, and multi‑modal) and associated peripheral equipment. The contract will be firm‑fixed‑price, with a one‑year base period and up to four one‑year option periods (total up to five years). Minimum three IDIQ awards per track are expected, with unlimited maximum. Offerors may submit separate proposals for any of the five device tracks; each track requires its own proposal. Awards will be based on the Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO‑FRP) methodology. The total ceiling for all tracks is $440.7 million. • IDIQ vehicle – multiple‑award, firm‑fixed‑price, 1‑year base + 4 optional years. • Five device tracks: Fingerprint, Facial, Iris, Palmprint, Multi‑Modal. • Minimum three contracts per track; unlimited maximum. • Separate proposal required for each track; proposals due September 18 2026 (10 AM ET). • Questions due September 14 2026 (10 AM ET). • Evaluation factors: Availability (pass/fail), Technical Approach (confidence rating), Price (fair‑and‑reasonable). • Minimum guaranteed award per contractor: $250 per track; total ceiling $440,736,478. • Reporting requirements include quarterly transactional data, semi‑annual technology refresh reports, and monthly financial and order status reports.

Budget estimate

$1,000,000 – $200,000,000

The solicitation’s total ceiling is $440.7 million, but each awardee is guaranteed only a $250 minimum per track. Realistically, a contractor winning a single track could secure multi‑million dollar orders over the five‑year period, especially in high‑volume tracks like Fingerprint or Multi‑Modal. Assuming a modest market share, a contractor might earn between $1 million (small‑scale participation) and $200 million (multiple track awards and high order volume). Factors influencing the budget include the number of tracks awarded, volume of orders, unit pricing competitiveness, and successful technology refresh additions.
