The City of Harlingen is seeking a Texas‑licensed professional‑engineering firm to provide full design services for the Treasure Hills Boulevard storm‑sewer improvement project (Systems 008 & 018). The scope includes data collection, utility coordination, 100 % construction‑ready plans, hydraulic modeling for 1 % and 0.5 % AEP events, benefit‑cost analysis, environmental and historic‑preservation compliance, and a six‑month delivery schedule. No construction bidding or management is included; fees will be negotiated after award.
• Design ~2,360 ft of reinforced‑concrete pipe, 9 manholes, 10 inlets, and associated structures.
• Deliver comprehensive hydraulic‑hydrologic modeling, FEMA‑compliant benefit‑cost analysis, and full construction‑ready drawings/specifications.
• Must meet FEMA Hazard Mitigation Assistance requirements, Texas state regulations, and local floodplain “no‑rise” criteria.
