Description
The Department of Veterans Affairs (VA) is issuing an RFI to gather market information on vendors that can provide e‑content (digital books, online courses, micro‑learning, simulations, etc.) and associated support services for its Talent Management System (TMS 2.0). The VA seeks up to 250,000 annual user licenses with the ability to add increments of 10,000 users, and expects vendors to handle content integration, competency mapping, accessibility compliance, and ongoing technical support. The effort includes content creation or aggregation across a broad set of topics (IT, cybersecurity, leadership, health & safety, business skills, etc.) and requires compliance with Section 508, VA Directive 6102, and FedRAMP security standards.
• Scope: Provide commercial e‑learning content (courses, digital books, micro‑learning, simulations, VILT) and ongoing LMS integration/support for up to 250 k users.
• License model: Tiered licensing with incremental blocks; VA expects cost estimates and per‑user pricing.
• Technical requirements: API/SCORM/xAPI/LTI integration, SAML SSO, real‑time progress reporting, flat‑file metadata exchange, error‑log notifications within 24 hrs.
• Accessibility: Must meet Section 508 (WCAG 2.0 AA) and provide ACR/VPAT documentation.
• Security: FedRAMP‑moderate or higher authorization, compliance with VA Directive 6102 and related security policies.
• Duration: Base period of performance 12 months with potential extensions.
