The City of Pensacola seeks a qualified firm or financial institution to design, develop, and manage a comprehensive loan program that supports housing and community‑development initiatives. The consultant will be responsible for creating program guidelines, underwriting criteria, administering loan disbursements, servicing existing loans, and performing ongoing compliance monitoring over a five‑year contract term with the option for two one‑year extensions. • Develop and document loan program policies, procedures, and eligibility criteria. • Provide underwriting support, loan servicing, and compliance oversight for all program participants. • Deliver regular reporting, performance metrics, and recommendations for program improvements. • Serve as the City’s point of contact for all financial‑service related inquiries throughout the contract period. • Maintain adherence to federal, state, and local regulations governing affordable housing finance.
