Description

The State of South Carolina, through its Department of Health and Human Services, is seeking qualified firms or individuals to serve as Administrative Hearing Officers. Contractors will conduct administrative hearings (in‑person or virtual), prepare orders and final decisions, and handle a broad range of Medicaid‑related disputes and other health‑service appeals. Compensation is case‑based, with a maximum of $1,000 per full hearing and decision, plus additional rates for partial hearings, dismissals, and exigent circumstances. The contract is a fixed‑price, multi‑year award (up to five years) with optional one‑year renewals, and the State will provide secure laptops, RSA tokens, printers, and other equipment. Offerors must be South‑Carolina‑licensed attorneys or non‑attorneys with at least two years of relevant experience, be Notary Publics, and submit all required certifications (debarment, HIPAA BAA, COI, etc.). The solicitation includes a pre‑bid conference (optional) and a Q&A deadline, with the final bid due 24 March 2022. • Conduct full administrative hearings and issue final decisions on Medicaid, disability, nursing‑home, and provider‑payment matters. • Receive per‑case payments up to $1,000 (full hearing) plus defined rates for partial hearings, dismissals, and exigent‑circumstance work. • Provide required certifications, maintain Notary status, and use State‑supplied secure equipment; contract term up to five years with renewal options.

Budget estimate

$800,000 – $1,200,000

The contract pays on a per‑case basis (up to $1,000 for a full hearing and decision, $600 for partial hearings, $350 for dismissals, and $100‑$2,500 for exigent circumstances). Assuming an average workload of 200 full hearings per year (a modest estimate for a statewide program), annual revenue would be roughly $200,000. Over the five‑year base term this yields about $1 million, with possible variation based on actual case volume and the mix of partial‑hearing or exigent‑case work. Consequently a realistic total contract value range is approximately **$800,000 to $1,200,000**.
