Description
The City of Cincinnati is seeking a consultant to design, implement, facilitate, administer, and continuously improve a comprehensive performance evaluation program for the City Manager. The consultant will utilize the ICMA Manager Evaluation Framework and provide a complete annual performance management cycle, including goal development, performance measurement, confidential feedback collection, evaluation administration, facilitation of governing body discussions, reporting of findings, and development planning. The selected consultant will serve as the City's independent expert advisor and administrator for all aspects of the City Manager performance evaluation process. Key tasks include: ICMA-aligned evaluation framework, strategic goal development and performance planning, mid-year performance review, annual evaluation administration, council facilitation and consensus building, and future-year planning and continuous improvement. The consultant will provide various deliverables, including an ICMA alignment assessment, evaluation policy and procedures manual, annual evaluation calendar, and final evaluation report.
