RFI: SB 306 Prior Authorization/Utilization Management Expert Consulting Services

The Department of Managed Health Care (DMHC) is seeking information from participants to establish a vendor pool for health care utilization management consultants. The DMHC is looking for participants with knowledge and expertise in utilization management, specifically prior authorization, in California. The scope of work includes providing expert guidance and recommendations in developing and implementing a reporting template, analyzing report data, and drafting a report regarding the impacts of the cessation of prior authorization requirements. • The contract term is anticipated to be from April 15, 2026, to April 14, 2028. • The DMHC reserves the right to verify all information provided by a participant via direct contact with the participant's prior clients and prior personnel. • The participant must agree to provide and release necessary authorizations, if required, for the DMHC to verify any of the participant's previous work and the participant’s qualifications to perform this work. • The DMHC reserves the right to amend the schedule of RFI activities as the DMHC deems necessary. • Any costs that the participant incurs in preparation of a response to this RFI are not subject to reimbursement by the DMHC.
