Independent Cost Estimation and Cost/Price Reasonableness Analysis Services

The Virgin Islands Housing Finance Authority is seeking proposals from qualified firms to provide Independent Cost Estimation (ICE) and Cost/Price Reasonableness Analysis Services in support of HUD-funded housing and community development projects. The selected firm will provide professional services including preparation of independent cost estimates, review of project documents, and conducting cost and price reasonableness analyses. The contract will be a multi-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base term of three years, with the option to renew for up to two additional one-year periods. Key services include: • Preparation of independent cost estimates for construction, goods, and professional services • Review of project documents to develop detailed, defensible cost estimates • Application of cost estimation methodologies • Conducting cost and price reasonableness analyses • Providing technical support to VIHFA during procurement planning and contract negotiations
