Description
The Commonwealth of Massachusetts Trial Court is seeking an experienced ITS81 Category 1 vendor to produce a comprehensive Data Governance Strategy and Implementation Plan. The effort is strictly consultative—no actual implementation services are required. The contractor will deliver a series of analytical and planning documents that will enable the Court to improve data quality, governance, and stewardship across its case‑management systems.
• Conduct a current‑state analysis of existing data‑governance processes, data feeds, and architecture for MassCourts, the new Appellate and Probation case‑management systems, and related administrative data.
• Review best‑practice frameworks, perform gap analysis, and provide options and recommendations for policies, standards, organizational models, and tooling.
• Produce an actionable implementation roadmap that outlines sequencing, staffing, cost estimates, and change‑management considerations.
• Deliver all work as firm‑fixed‑price deliverables (five mandatory reports) within a 12‑month contract term (with one possible 6‑month extension). The total contract ceiling is $500,000.
