Progressive Design Build for New Emergency Operation Center

The County of Orange is seeking a design-build entity to provide design and construction services for the New Emergency Operations Center. The project involves the modernization, expansion, and redevelopment of the Orange County Emergency Operations Center at the OCSD facility. The selected respondent will be required to provide cost estimates, validate the project program, develop schematic design deliverables, and provide construction planning and execution. The project has a current expected cost range of $45,000,000 to $50,000,000. • The project includes the construction of a new four to five-story parking structure and major site reconfiguration. • The existing building will be expanded with approximately 17,250 square feet of new second-floor EOC space. • The work also includes demolition, utility relocation, circulation improvements, accessibility corrections, and security upgrades. • The facility is classified as an Essential Services Building and must meet stringent seismic safety, redundancy, and resiliency requirements. • The project is expected to be completed within a certain duration, with a guaranteed maximum price (GMP) to be established at approximately 100% schematic design.
