Description
Oswego County is soliciting proposals from Planning and Housing Consultants to analyze existing MHP windshield and questionnaires and provide an analysis of the existing MHP housing stock. The study should include a historical analysis of MHP development in Oswego County, an analysis of existing NYS DOH rules that govern MHP and local zoning codes, and proposed suggested design elements that could be incorporated into existing MHP communities to create a better living environment. The consultant team will be required to compare and analyze the questionnaire to the existing windshield survey to determine manufactured home park community conditions.
• The report must provide a historical analysis of MHP development in Oswego County.
• An analysis of existing NYS DOH rules that govern MHP and local zoning codes.
• An analysis of the MHP questionnaires, including but not limited to the cost of lot rent, homeowner and renter data, infrastructure, MHP ownership (local/or out of town), age of the units.
• Windshield survey information and in person site visits must be reviewed for MHP owners who identified a desire to seek funding to improve their park
• The report should also include proposed suggested design elements that could be incorporated into existing MHP communities to create a better living environment.
• The report should identify infrastructure improvements or future connections
• The report should provide information concerning funding and resources that MHP owners and local communities could access.
• The report should include a section on MHP maintenance and suggested MHP rules or guidelines to proactively address health and safety issues.
