Electronic Mail Processing Services

The Minnesota Department of Corrections (MNDOC) is seeking proposals for electronic mail processing services to eliminate contraband through the mail system and mitigate risks to incarcerated persons and staff. The successful contractor will provide mail scanning services, receive, scan, reprint, and ship non-privileged mail, and develop a system for secure online legal mail. The contractor will also retain original postal mail for 60 days and store digitized mail for up to 7 years. The contract term is anticipated to be from July 1, 2026, to June 30, 2027, with the option to extend up to four years. Key aspects of the job include: • Providing mail scanning services for all eleven MNDOC facilities • Developing a system for secure online legal mail • Retaining original postal mail for 60 days and storing digitized mail for up to 7 years • Producing monthly reports and attending quarterly or 6-month virtual meetings • Complying with MNDOC Policy 302.020 regarding IPs mail
