C038860 X-2: Medicaid Eligibility Client Management System with Deloitte Consulting LLP

The New York State Department of Health, (the Department) Division of Operations and Systems (DOS) is requesting to amend the Medicaid Eligibility and Client Management (MECM) system contract C038860 with Deloitte Consulting LLP (Deloitte). The Department is extending the contract to support the statutory requirement for the Department to centralize administration of all Medicaid and to complete the migration of all Medicaid Complex Populations from the legacy Welfare Management System (WMS). Execution of services under previously the approved contract has been successful given MECM System and Appeals Management System (AMS) go-live on September 30, 2025. To date, over a thousand Medicaid applications have been received and are being processed in MECM System. The Department is looking to build on this success by continuing to expand eligibility and enrollment (E&E) functionality to onboard remaining Medicaid programs and ensure our modern system is capable of responding to statutory changes and customer needs. The amendment will add $856,728,863.00 and will extend the original contract term of 8/1/2023 – 9/8/2026 through 9/9/2026 to 6/30/2029.
