The New York City Department of Transportation is seeking a qualified vendor to provide end‑to‑end engineering, software, and operational services for the city’s Transit Signal Priority (TSP) program. The scope includes maintaining the existing TSP network of roughly 200 miles and 3,500 signalized intersections, expanding the system to up to 3,000 new intersections over the contract term, and transitioning to adaptive, data‑driven TSP operations. The work is performance‑based, requiring a four‑year fixed‑term consultant contract with a strong emphasis on system reliability, data analytics, and compliance with federal, state, and local regulations (DBE, LL‑34, Iran Divestment, EO 39, etc.).
• Maintain and support the current centralized TSP system (monitoring, troubleshooting, reporting, dashboard enhancements).
• Design, develop, and deploy TSP capability for up to 3,000 new intersections, including hardware integration, database updates, and software configuration.
• Create adaptive TSP algorithms, data pipelines, and a transition plan toward predictive traffic‑control operations.
• Provide full project management, monthly status reporting, and compliance documentation (DBE, LL‑34, cyber‑security, etc.).
