Description
The Washington State Department of Transportation (WSDOT) is seeking a qualified Public-Private Partnership (P3) Advisor to assist in developing and establishing a new P3 program framework, governance, policies, and rules. The Advisor will provide strategic, financial, technical, and legal guidance to support the development of policies, frameworks, procedures, and identify and evaluate potential pilot projects. The contract term is one year with an option to extend for an additional two years.
• The Advisor will assist WSDOT in developing and establishing a new P3 program framework, governance, policies, and rules.
• The Advisor will provide strategic, financial, technical, and legal guidance to support the development of policies, frameworks, procedures, and identify and evaluate potential pilot projects.

• The procurement process will include a pre-bid conference, a question-and-answer period, and a bid evaluation process.
• The bid evaluation process will consider factors such as bidder responsiveness, performance requirements, price factors, and responsibility.
