Sacramento County Flexible Housing Pool Administrator

The County of Sacramento is seeking a qualified organization to serve as the lead Flexible Housing Pool (FHP) Administrator for the County's Flexible Housing Pool. The FHP Administrator will be responsible for providing rental subsidies, housing navigation, case management, and landlord engagement services to individuals experiencing or at risk of homelessness. The selected administrator will work with the County to implement the FHP, which aims to provide a centralized vehicle for pooling and deploying flexible housing resources across multiple funding streams and referral pathways. The FHP will focus on launching the California Advancing and Innovating Medi-Cal (CalAIM) Transitional Rent benefit and leveraging Mental Health Services Act (MHSA) and Behavioral Health Services Act (BHSA) Housing Interventions for eligible Medi-Cal members. Key services to be provided include: • Rental assistance administration • Housing navigation and placement • Case management and supportive services • Landlord engagement and retention • Financial management and reporting The ideal candidate will have experience administering rental subsidies, managing housing placement and rehousing programs, and working with landlords and social service providers. They will also have a strong understanding of the housing and health systems, as well as experience with data management and reporting.
