Leachate Hauling for City of Waco

The City of Waco is requesting bids for Landfill Leachate Hauling Services. The successful bidder(s) shall provide all labor, transportation, equipment, materials, permits, and supplies necessary to safely and legally transport leachate generated at a City-operated solid waste landfill facility to a City-operated wastewater treatment facility. Services shall include the loading, transportation, and unloading of leachate from the landfill leachate collection/storage system to the designated wastewater treatment facility. The City will pay for partial loads at a pro-rated rate only with prior approval from the Landfill Manager. Partial loads will only be approved when transporting a full load is not possible because the pickup completely empties the on-site storage tank(s). Key considerations for this project include: • Experience transporting wastewater, leachate, or similar liquid waste materials • Compliance with all applicable federal, state, and local regulations governing transportation and disposal of leachate • Ability to provide a properly maintained vacuum tanker truck / liquid waste hauling truck capable of safely loading leachate from landfill storage tanks, sumps, or designated collection points • Ability to transport liquid waste without leakage, spills, or releases • Ability to operate on landfill roadways and City facility access roads • Ability to deliver a full load to the designated wastewater treatment facility • Ability to discharge the load in accordance with wastewater facility requirements • Ability to provide documentation for each completed haul, including date and time of pickup, date and time of delivery, loading location, disposal location, vehicle identification, driver name, volume transported, and any required disposal acceptance documentation.
