RFI: Roadside Tolling and Back Office Systems

West Virginia Parkways Authority (WVPA) is seeking industry input for a comprehensive upgrade of its toll‑collection, back‑office, and enforcement systems across the West Virginia Turnpike. The RFI aims to gather ideas on multi‑protocol roadside equipment, central processing hosts, back‑office software, payment options, data retention, and integration strategies, with an eye toward future all‑electronic tolling (AET) pilots. Respondents will participate in a virtual 90‑minute interview (April 26‑30, 2021) and submit a written response by May 21, 2021. • Required capabilities include tri‑protocol AVI readers, axle/height classification, full‑lane license‑plate imaging, credit‑card and mobile‑wallet payment processing, and robust back‑office functions (account management, violation processing, reporting, discount‑plan support). • WVPA expects vendors to collaborate on roadside maintenance, minimize civil work, and provide migration paths from legacy single‑protocol systems to a mixed‑protocol environment. • The RFI is purely informational; WVPA will not award a contract based on these responses, but will use the feedback to shape a future procurement that could roll out in 2024.
