CalWORKs Expanded Subsidized Employment

The County of San Luis Obispo is soliciting proposals for the provision of an Expanded Subsidized Employment (ESE) Program for eligible CalWORKs participants. The program aims to maximize opportunities for participants to transition into and retain permanent unsubsidized employment. The successful bidder will be provided administrative and wage subsidy funding based on the number of participants to be served and the cost of service to each participant. Key components of the program include job readiness and retention training, intensive case management, and subsidized employment placements. • The ESE Program is an Early Engagement strategy for CalWORKs participants who are required to participate in Welfare-to-Work activities. • The program includes assessment, training, intensive case management, expanded subsidized employment, supervision, and job performance evaluations for eligible CalWORKs Welfare-to-Work participants. • The successful bidder will be required to provide insurance coverage in the amount of Two Million Dollars ($2,000,000) and Commercial General Liability (CGL) Insurance. • The bidder must demonstrate their ability to effectively and efficiently manage Federal and State funds, maximize expenditure of funds on participant services, and minimize expenditure of funds on overhead and administrative costs.
