Systemwide Cashiering Services

The Minnesota State Colleges and Universities system seeks a comprehensive, system‑wide cashiering and payment‑management solution that will serve all 32 institutions and 54 campuses. The solution must support online, mobile, and in‑person payment channels, integrate fully with Workday Financial Management and Workday Student, provide robust merchant‑management, reporting, and reconciliation capabilities, and meet stringent security (PCI DSS, SOC 2, FERPA) and accessibility (Section 508, WCAG 2.1) requirements. The contract will be for a base term of five years with up to five one‑year optional renewals, and the vendor must supply software licensing, hosting, hardware, implementation, training, and ongoing support. • Deliver a SaaS‑based payment platform that handles credit/debit cards, ACH/e‑check, digital wallets, stored‑value campus cards, cash, and 529‑plan payments across ~420 k annual transactions. • Provide full integration with Workday (APIs, Studio, EIB), merchant‑account management, and real‑time transaction reporting/reconciliation. • Supply PCI‑compliant in‑person hardware, ensure compliance with PCI DSS, SOC 2, FERPA, and produce a completed VPAT for accessibility. • Include implementation services, role‑based training, change‑management, and 5‑year support/maintenance, with optional one‑year extensions.
