Comprehensive Transit System Study

The Rock Island County Metropolitan Mass Transit District (MetroLINK) seeks a qualified consulting firm to conduct a Comprehensive Transit System Study (CTSS). The study must evaluate the existing bus network, develop a service‑philosophy and design framework, create and assess alternative network concepts, and produce phased implementation plans with performance‑monitoring recommendations. All deliverables—including technical memoranda, maps, scenario evaluations, public‑engagement summaries, and a final comprehensive report—must be submitted electronically via the Ionwave portal by the deadline. • Evaluate current transit performance, ridership trends, equity/Title VI impacts, and operational metrics. • Develop network‑design principles, produce multiple routing/scenario concepts, and assess them with cost, fleet, labor, and service‑quality metrics. • Conduct a full public‑ and stakeholder‑engagement program (meetings, workshops, surveys, website) and integrate feedback into the final recommendations. • Deliver a complete final report, implementation/phasing framework, and performance‑monitoring plan, adhering to MetroLINK’s contractual terms, certifications, and insurance requirements.
