The Naval Air Warfare Center Aircraft Division (NAWCAD) is conducting a market‑research “Sources Sought” to identify companies that can provide Contractor‑Owned, Contractor‑Operated (COCO) MQ‑9B SeaGuardian unmanned aircraft flight services for the U.S. Navy and Department of War. The effort is expected to last five years starting September 2028 and will be a firm‑fixed‑price contract. The government seeks a full‑service solution that includes ownership of the MQ‑9B aircraft, ground control stations, qualified pilots, mission operators, maintenance crews, logistics, and all necessary support to conduct maritime surveillance, anti‑submarine warfare, and other missions from both CONUS and OCONUS locations. Respondents must submit a capabilities statement (≤10 pages) by 4 PM EST on 9 September 2026.
