Description

The United States Coast Guard is seeking qualified contractors to replace existing HVAC units in Building 7 and Building 97 at the USCG Base in Elizabeth City, NC. The scope includes removal of the current units, supply and installation of new air‑handling units (2.5‑ton units with appropriate electric heat – 5 kW for Building 97), any required roof curbing or adapters, and a one‑year warranty covering parts and labor. Contractor‑performed testing, balancing, and compliance with ASHRAE 62.1/90.1 are required. The work must be completed within 40 workdays (approximately 8 weeks) from notice to proceed. The government will not provide roof information or warranties for penetrations; the contractor is responsible for any additional roof modifications. Siemens equipment may be involved, and a local Siemens representative is listed for coordination. • Replace HVAC units in two separate buildings (2.5‑ton units) • Provide 5 kW electric heat for Building 97 (original 15 kW was oversized) • Complete work within 40 workdays (≈8 weeks) • Provide one‑year parts‑and‑labor warranty; transfer any longer manufacturer warranties • Contractor‑performed air‑flow measurement and balancing acceptable • Roof curb adequacy confirmed; contractor must supply additional curb if needed, but cannot use equipment support rails • Coordination with Siemens representative (John D. Hamilton) if Siemens‑controlled work is required • No existing roof data or warranty requirements provided by the government

Budget estimate

$40,000 – $60,000

Replacing two medium‑size HVAC units on a federal installation typically involves equipment costs, labor, testing, and warranty obligations. Assuming each 2.5‑ton unit (including heat) costs roughly $12,000–$15,000, plus installation labor of $8,000–$12,000 per unit, the total contract value is likely in the $40,000–$55,000 range. Additional costs for roof curb modifications, coordination with Siemens, and a one‑year warranty could push the upper bound toward $60,000. Therefore, a reasonable estimate is $40k‑$60k.
