Description

The Santa Clara Valley Transportation Authority (VTA) is seeking qualified engineering firms to develop a Comprehensive Multimodal Corridor Plan (CMCP) for the I‑280 corridor (Winchester segment) in Santa Clara County. The contractor will provide full‑service engineering, traffic analysis, stakeholder outreach, and plan documentation to identify, evaluate, and prioritize improvement projects that relieve congestion, improve safety, and achieve a net‑zero or negative Vehicle Miles Traveled (VMT) impact. The effort is divided into four tasks: (1) Project Management – reporting, coordination, quality‑control, and schedule development; (2) Traffic Engineering – data collection, travel‑demand modeling, VMT analysis; (3) Plan Development – drafting, revising, and finalizing the CMCP in accordance with California Transportation Commission guidelines; (4) Stakeholder Outreach – workshops with local agencies, public outreach, and preparation of board presentation materials. The base contract term is six months with an optional six‑month extension (maximum 12 months). All deliverables, including progress reports, CPM schedule, traffic analysis memoranda, draft/final plan documents, and outreach summaries, must be submitted per the procurement schedule.

Budget estimate

$500,000 – $1,500,000

No contract value is disclosed. Similar six‑month transportation‑planning contracts for a major California corridor typically range from $500,000 to $1,500,000, depending on firm size, staffing levels, and data‑licensing costs (e.g., INRIX, Caltrans data). The estimate assumes a mid‑size engineering consultancy with a team of traffic engineers, planners, and project managers, plus overhead for travel, software, and stakeholder workshops.
